Assessor’s Office
The County Assessor’s Office determines the property value of homes, businesses and other taxable property in Bernalillo County. The Bernalillo County Community Health Council strives to improve the health and well being of all Bernalillo County residents and neighborhoods through a variety of strategies and activities. The BCCHC has two priority areas: 1) Assist in the reduction of the teen birth rate for Bernalillo County residents, ages 15-19 by 15% by 2010 and 2) Increase access to healthcare for people living in Bernalillo County. In addition to these two priority areas, the Council is focusing on increasing the capacity of the Health Council and community.

County Clerk’s Office
The County Clerk is responsible for conducting major elections, including the Primary and General Elections in even-numbered years, and the APS and CNM elections in odd-numbered years. The County Clerk also assists with municipal elections. All public records are filed in the Clerk’s Office. Indexes are available on-line under Document Search. Public Records include deeds, mortgages, liens, judgements, marriage licenses, recording and filing, and other public record documents. Divorces and foreclosures are filed in District Court.

County Manager’s Office
The County Manager is hired by the County Commissioners to carry out policies and serve as the chief administrative officer of county government. The County Manager also serves as a liaison to the full-time elected officials.

Development Review
The Development Review Section is part of the Technical Services Department. It is responsible for the review and enforcement of a wide variety of private development actions that affect the County Public Works Division and the general public. The DRD reviews plans of proposed construction in the unincorporated areas of Bernalillo County as well as building, planning, and zoning department permits and platting actions, is the primary responsibility of this group. These permits generally consist of building permits, zoning permits, fence permits, zone changes, special use permits, and or platting actions. The DRD reviews these permits for compliance with PWD ordinances such as the drainage, flood plain, street standards and excavation ordinances. Most of the DRD forms and permit applications are now available for online viewing.

Economic Development
Bernalillo County has made Economic Development a priority. The Office of Economic Development formed the Business and Economic Development Team to assist the business community in locating and expanding in Bernalillo County. The Eubank Boulevard Project area is located in the rapidly developing portion of Albuquerque’s Northeast Heights known as North Albuquerque Acres. Recent growth in the area has placed demand on the local street network causing Eubank to operate at unacceptable levels of service in the peak hours, and operating conditions are expected to deteriorate further as traffic volumes increase in the future. Traffic analyses have shown that roadway improvements, including left-turn lanes and an additional through lane in both directions, are needed to correct existing roadway deficiencies and accommodate future traffic growth expected for the area.

GIS Program
The GIS Program is a section of the Infrastructure Planning and Geo-Resources Department within the Bernalillo County Public Works Division. The general mission of the GIS Program is to support the Bernalillo County government with geographic information technology for analysis and decision-making as it pertains to property assessment, public safety, public health, permitting, capital improvements, environment, transportation and many other issues in which the County government has interest. In order to fulfill this mission, GIS staff must assume a number of responsibilities. These include GIS database design, ownership, and stewardship; custom application development, training, technology transfer, and support services; system integration; system architecture and design; strategic planning; and providing information to the public and other agencies.

Infrastructure Planning and Geo-Resources provides for high quality, results oriented, short and long term planning for the citizens of Bernalillo County. Metropolitan Assessment & Treatment Services
The goal of Metropolitan Assessment and Treatment Services is to establish a comprehensive and coordinated detoxification, recovery treatment and transitional housing program for public inebriates including individuals with co-occurring disorders, and develop extensive and strong partnerships with existing community medical, mental health, alcohol/drug and homeless service agencies. Bernalillo County, through its DWI Program, currently funds operation of the existing detoxification program for public inebriates at the old Charter Hospital facility to provide comprehensive services to the public inebriate population from a single facility.

The first Bernalillo County Neighborhood Notification Ordinance was developed in 1993. This ordinance established the criteria for recognition of neighborhood associations and a legal obligation for the County to notify the associations of all county projects under consideration that would directly impact their neighborhoods. To further enhance the relationship between the County and Neighborhood Associations, the position of Neighborhood Coordinator was created.

North 14 Sector Plan
The impetus behind having a Sector Plan originated with East Mountain residents’ desires to further the work done through the East Mountain Area Plan process and look at specific geographic areas, such as the Highway North 14 corridor, a central element, physically and functionally, of the community’s life. The purpose of the sector planning in this area is to maintain the unique intrinsic value of this main corridor of the rural East Mountain Area while acknowledging population changes and local needs. Through this planning effort the County will primarily work on examining current commercial issues and setting goals and parameters for future commercial development through the possible creation of specific zoning and design guidelines.

Public Art Program
The Bernalillo County Public Art Program was established in 1992 with the adoption of the Art in Public Places Ordinance. The ordinance created the Arts Board, a 10 member appointed advisory board that selects artworks for public acquisition and display.
The program currently has more than 90 works of art.
Public Information Office
The Bernalillo County Public Information Office works with the Board of County Commissioners, other County elected officials and the County Manager to develop and implement strategic communications plans. This includes media relations, crisis communications, advocacy and public education. Public Information also assists each County department to plan and promote special events, coordinate news releases, prepare information for the website, promote public meetings and create pamphlets and brochures for the general public.

South Valley Economic Development Center
The South Valley Economic Development Center is a collaborative effort between Bernalillo County and the Rio Grande Community Development Corporation, dedicated to helping new and existing small businesses in the South Valley and beyond obtain the resources and information they need to thrive. The SVEDC provides services in three major categories: a commercial kitchen, business incubator and economic development.

South Valley Health Commons
Through building design and agency interaction the South Valley Health Commons provides an integrated medical system that serves the medical needs of the community. First Choice Community healthcare provides primary medical, dental and behavioral health services. The Department of Health takes the lead in community assessment and outreach services, and residents can now enjoy primary medical, dental and behavioral heal services under one roof in a 43,000 square foot state-of-the-art facility. This facility is receiving national attention and represents a new model of medical service delivery in the United States.

Substance Abuse Programs
Bernalillo County’s Department of Substance Abuse Programs was created in 2006 to “provide fundamental community public safety” by offering free care to County residents affected by alcohol and/or drug abuse or dependence and a comprehensive DWI prevention program. Its full continuum of care includes free detoxification services to indigent adults at its Metropolitan Assessment Treatment Services facility in Albuquerque; a methamphetamine crisis response team; case management; and an addiction treatment program for court-ordered inmates with multiple DWI convictions or a DWI in their past. The Addiction Treatment Program is located at the Metropolitan Detention Center with aftercare provided for these same inmates placed in the County’s Community Custody Program that requires corrections officer supervision and electronic monitoring. DSAP also houses the New Mexico Department of Health’s Turquoise Lodge – a short term inpatient treatment program – and the University of New Mexico Hospital Forensic Unit for clients with a mental illness diagnosis in the MATS facility.

Technical Services Department
The Technical Services Department is responsible for leading engineering and construction programs that develop, maintain and improve County roads and utilities. These projects are accomplished through acquisition and management of right-of-way, design, and construction of roadway, drainage and utility systems. The Department is also responsible for programming of future improvements and engineering studies as needed to provide quality customer service and maximize the effects of funds available.

Treasurer’s Office
The Treasurer’s Office is the property tax collector for the County of Bernalillo. County property taxes are distributed to Albuquerque Public Schools, Central New Mexico Community College, the City of Albuquerque, Middle Rio Grande Conservancy District, State of New Mexico, University of New Mexico, and other taxing entities within Bernalillo County. More than 270,000 property tax bills, plus approximately 34,000 delinquency notices, are mailed by the County Treasurer’s Office annually. The County Assessor sets the assessed property valuation and the County Commission sets the tax rate for the County. Other tax rates are set by the individual taxing entities with final approval by the State’s Department of Finance and Administration.

The County Development Division processes zone changes, conditional uses, subdivisions and other activities regarding land use in the non-municipal and non-pueblo areas of the County for consideration by the Planning and Zoning Commission. The Division also oversees addressing, which assigns street names and addresses. Sandoval County does not issue construction permits but County Development must approve State-issued permits to assure zoning compliance. Landowners also are encouraged to visit with County staff prior to considering development or subdivision of property. Much of the County’s unincorporated area is zoned for permissive uses of single-family residences or agriculture. Other uses are not allowed, unless the property is zoned for such activity.

The Sheriff and Department Deputies serve as the County’s principal law enforcement officers with duties and responsibilities established by State law. While the civil process is the exclusive responsibility of the County Sheriff, the Sheriff’s primary responsibility is to provide law enforcement services to County residents. The Sheriff assigns deputies in seven districts within the County to deter criminal activity, arrest criminal offenders, promote traffic safety and respond to emergency calls. The Sheriff has concurrent jurisdiction with local law enforcement officers in municipalities. While the Sheriff cooperates closely with community authorities, local police agencies are responsible for providing law enforcement services within their communities. Among the County’s smaller and more rural communities, the Sheriff is the primary law enforcement agency. Corrections
The Santa Fe County Corrections Department was created in January of 2004 as the facilities moved from being privately run to the County. The Department provides oversight of all County Correctional programs including the Youth Development Program, the Electronic Monitoring Program, and the Adult Correctional Facility. The Department consists of approximately 320 staff, the majority of whom work at the Adult Facility and Electronic Monitoring Programs. They provide supervision of approximately 775 men, women and youthful offenders who are detained daily in Santa Fe County. The Department Director collaborates with the Santa Fe County Jail Team on many issues regarding the facilities. In addition, the Board of County Commissioners has created by resolution, the “Santa Fe County Corrections Advisory Committee” a group of local citizens composed of seven individuals from different sectors of the community. The Committee inspects the correctional facilities twice a year, reviews programs and policies, and presents an annual report to the County Commissioners with their recommendations. The Committee meets with the Corrections Director twice a month in a public forum to discuss any issues or concerns regarding the Correctional Facilities.

Health and Human Services Division

Housing Services Division
It is the mission of the Santa Fe County Housing Authority to provide drug-free, safe, decent and sanitary housing to low-income and very low-income families in an environment that fosters self-sufficiency and community pride. The Santa Fe County Housing Authority was created in 1972 and remains one of the largest landlords in Santa Fe. The Housing Authority currently manages 191 public housing units and 241 Housing Choice Vouchers (previously called Section 8). The Housing Authority also manages a Public Housing Homeownership Program, Section 8 Homeownership Program, Family Self-Sufficiency Program, and the Capital Fund Program. Open Space and Trails Program
The mission of the Open Space and Trails Program is to create a network of cultural, historical, recreational and natural open spaces and trails throughout Santa Fe County that achieve the goals outlined in the Open Land and Trails Plan to benefit current and future generations. Regional Emergency Communications Center
The Santa Fe Regional Emergency Communications Center has existed since 2002 as the result of a “Joint Powers Agreement” between the City of Santa Fe and Santa Fe County. Treasurer
The County Treasurer is the Property Tax Collector and Investment Officer for Santa Fe County. Approximately 60,000 real property, personal property and mobile home tax bills are sent out annually. They also send out 24,000 informational tax bills annually to notify taxpayers who escrow their property taxes that either a mortgage company or taxpaying service has requested their tax bill. The Treasurer has also implemented a process of sending out two delinquent tax notices semi-annually, usually scheduled for mid February and mid August. Code Enforcement / Building Inspectors
The duties and responsibilities of Code Enforcement / Building Inspectors is to review plans and issue building permits for county residential and commercial buildings, and to ensure that all buildings meet County, State and Federal Codes. Code Enforcement / Building Inspectors also issue Flood Plain certificates for buildings that may be located in flood plain areas according to FIRM (Federal Insurance Rate Maps) and FEMA guidelines.

County Attorney
The County Attorney and staff provide legal services to the Board of County Commissioners, County Manager, Elected Officials and staff. The office reviews, revises and prepares legislation, reviews contracts, consults with the Board and Manager frequently, and consults with Elected Officials and staff. The office provides support for the quasi-judicial activities of the County. The office consults with staff, directors and elected officials on human resources issues. The office defends the County in cases for which there is no insurance coverage, such as breach of contract claims, in appeals from quasi-judicial matters, limited enforcement of County ordinances and enforcement of the County’s property rights and rights-of-way. The office interacts with state and federal offices on compliance issues, and in joint projects. It also coordinates with contract attorneys and attorneys representing the County in matters for which liability coverage applies.

County Clerk
The Valencia County Clerk maintains and provides copies of legal documents involving Valencia County and real property within the County. The Office maintains the County’s Bureau of Elections. The Clerk records all resolutions and ordinances passed by the County Commission and serves, either in person or by deputy, as the secretarial clerk to the Board of Commissioners and Probate Court. Emergency Services – Public Safety Fire / Rescue
The duties and responsibilities of the Fire Administration Office are to oversee the day-to-day operation of the Counties Volunteer Fire Departments. The Office also provides public inspections of buildings and properties within Valencia County. Additionally, the Fire Administration Office also provides investigations of all structure fires and provides reports of said fires to the proper authorities. The Office is open during working hours five days a week.

Geographical Information Systems (GIS)
GIS uses the latest satellite and computer technology to map out every street and address of county residents. This department plays a key role in tying Rural Addressing and the Assessor’s and Planning departments together to form a strong tool that the County can use to plan for the future.
